Lake Oroville Federal Energy Regulation Commission Relicensing Project

The Dangermond Group was retained by the Lake Oroville Joint Powers Authority (LOJPA) to provide technical services to enable them to fully participate in the relicensing of the reservoir's hydroelectric power facilities. This involves the development of a community based recreation use plan at the reservoir for the next 50 years that will be developed by the California Department of Water Resources as the license applicant. The timeframe for this planning process is 2001 through 2007.

The scope of work includes assisting the LOJPA in the tasks that lead to a recreation master plan that all involved agencies and community stakeholders can agree upon. The major tasks include the following:

Conduct initial meetings with community based stakeholder groups and agencies with a responsibility for some aspect of the project management, operations, or maintenance

Identification, development, and review of relicensing related future recreation plan studies, needs, and issues

Coordination of the recreation issues and needs input from local community agencies and organizations

Identification of proposed components of the relicensing recreation plan, and proposed staging, phasing, and monitoring mechanisms

Recommendations for and technical review of the draft recreation plan

Development of capital improvement funding options and mechanisms for future recreation projects at Lake Oroville
