In 2002, San Diego County had estimated that it would require a minimum of approximately $58 million in State and Federal funds and $14 million from the General Fund in order to achieve its Environment Initiative goals over the next five years. The Dangermond Group (TDG) was hired by the County to develop a program based on Geographic Information System (GIS) technology to determine the priorities by which land should be acquired to meet the County's goals. The overall objective of this project was to develop a framework for strategic acquisition planning efforts using GIS technology by considering the County's acquisition priorities, determining and identifying available funding, and developing GIS models to match available funding, critical criteria, and County priorities.

TDG identified 32 separate funding sources to acquire land for habitat, open space, parks, and wetlands. TDG then created funding layer worksheets outlining the analysis for each GIS model. Based on resources criteria provided by SanGIS and the County's internal GIS Staff, TDG spatially matched specific grant opportunities to specific parcels or areas within the County that are most competitive under specific funding sources, including state, federal, and state bonds.
